Salanga is a thought-leader and innovating practitioner of Community-Led Monitoring, Evaluation, Accountability and Learning (CoLMEAL) as part of the global movement of community-led programming.

Salanga’s Role

Community-ownership is a core principle of Salanga’s practice and work with its partners. We support development organizations in the practical implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems and enhancing their capacity in MEAL through partnerships in project implementation, training, consultancy and technology.

To support organizations in adopting the CoLMEAL approach, Salanga partners with organizations to:

  1. Assess organizational readiness to implement CoLMEAL
  2. Develop joint proposals for/advises on CoLMEAL integration into project designs including consideration for structure, systems, and accountability.
  3. Update/develop policies and guidance on their CoLMEAL process
  4. Adapt the CoLMEAL capacity building framework to their organizational approach and project contexts
  5. Provide capacity building for project staff to implement CoLMEAL
  6. Facilitate reflective processes to ground and mainstream CoLMEAL into their organization

Salanga believes CoLMEAL can enhance the implementation of Global Affairs Canada’s (GAC) Feminist International Assistance Policy (FIAP) as well as contribute to the Sustainable Development Goals (SDGs) by addressing data gaps at the community and household levels that catalyze sustainable development by empowering people with right-sized, right-timed information to take action on the changes for improved well-being they envision. When CoLMEAL systems are integrated well, the process can also provide organizations with the needed accountability and evidence of impact for their donors and other stakeholders.

Salanga is actively defining its CoLMEAL approach by:

Developing a CoLMEAL capacity building framework for NGO staff

Salanga is currently piloting this capacity building framework – which includes e-learning and virtual coaching components – to enable NGO staff to facilitate CoLMEAL. The pilot is taking place in GAC-funded projects in Sudan and Myanmar that aim to facilitate sustainable and equitable change to improve the health, education and rights of the most vulnerable and marginalized women and girls. Salanga will expand this pilot soon to projects in Kenya, Uganda, Philippines and Cambodia.

Salanga is also developing a self-directed CoLMEAL e-learning course for a broader audience.

Compiling a compendium of CoLMEAL resources and a CoLMEAL toolkit

Salanga is curating tools linked to key steps in the CoLMEAL process that will be publicly available and interactive (coming soon – watch this space!). These tools are also shared through the coaching component of the CoLMEAL capacity building framework.

Fostering learning in networks and Communities of Practice

Salanga has been sharing its learning through its own networks and other Community-Led Development and MEAL networks and Communities of Practice. As more learning is available through its pilot, we will be sharing the findings and learning through a 2022 webinar series. Watch the first Webinar here.
